Updates to K12 Programs

 

The Opportunity Scholarship,

Disabilities Grant, and

Education Savings Account Programs

Updates for 2021-22 and 2022-23 School Years

 

The North Carolina State Education Assistance Authority (SEAA) administers three State-funded K12 programs to North Carolina families: the Opportunity Scholarship, the Disabilities Grant, (DGrants), and the Education Savings Account Program (ESA). The North Carolina General Assembly approved the following changes to the programs in November 2021.

Changes for the current (2021-22) school year:

Opportunity Scholarship:

  • Students who attended a NC public school for the fall of 2019 will meet the prior public school requirement for the current year.
  • Students who submitted an application but were found ineligible will be re-evaluated.
  • Funding will begin with fall 2021 if students were enrolled in the nonpublic school as of 10/1/21. Students not enrolled as of that date may receive funding that begins with the spring 2022 semester.
  • The application for the current 2021-22 year is closed.

DGrants and ESA:

  • Additional funding may be available to eligible students for applications submitted during the February/March 2021 application period.
  • Funding will begin with spring 2022. Students must be enrolled in a participating nonpublic (private) or home school by 3/01/22.
  • The application for the current 2021-22 year is closed.

Changes for the 2022-23 School Year:

 Opportunity Scholarship and Education Student Accounts (ESA+):

  • The Disabilities Grant and ESA programs will merge into the new “ESA+” program.
  • New students can apply for Opportunity Scholarships and ESA+ in the spring (current 2021-22 DGrants and ESA students do not need to apply for ESA+; they will renew into the new program).
  • Award amounts will increase for some programs.
  • New Eligibility Guidelines.

(Note that current school year students who benefit from DGrants or ESA funding will renew into the ESA+ Program.)
